A New Route to Public Sector Solar PV
Schools, multi-academy trusts and public sector organisations now have a new, streamlined route to delivering solar PV projects through West Mercia Energy’s newly launched framework.
GSM is pleased to be supporting the new framework, which has been designed to help organisations move more easily from energy audits, feasibility studies and carbon reduction plans into practical renewable energy delivery.
A regionally structured approach
The framework is divided into 10 regional lots, allowing organisations to access suppliers with relevant regional knowledge and delivery capability.
Suppliers have been selected through a structured procurement process, with particular emphasis placed on experience within education and wider public sector environments. This includes an understanding of safeguarding requirements, operational sensitivities and the importance of minimising disruption while work is carried out.
The framework has been procured under the Procurement Act 2023, providing participating organisations with a compliant route to market without necessarily having to undertake a full standalone tender process.
Depending on the project and procurement requirements, organisations can use either a direct award where appropriate or conduct a mini-competition between relevant framework suppliers.
Turning decarbonisation plans into projects
Many schools, local authorities and other public sector organisations have already undertaken energy audits or developed net zero and carbon reduction strategies.
The challenge is increasingly moving from identifying opportunities to actually delivering them.
Solar PV can allow organisations to generate renewable electricity on-site, reduce reliance on grid electricity and provide long-term reductions in both energy costs and carbon emissions.
By combining an established procurement route with experienced regional contractors, the new WME framework is designed to make that delivery process simpler and more accessible.
